It appears that a major source of California's "global warming" gases are not cars, but cows:

    In San Joaquin Valley, Cows Pass Cars as Polluters

    Air district says bovines on the region's booming dairy farms are the biggest single source of smog-forming gases. The industry takes issue.

    California's San Joaquin Valley for some time has had the dirtiest air in the country. Monday, officials said gases from ruminating dairy cows, not exhaust from cars, are the region's biggest single source of a chief smog-forming pollutant.


This is one more example of how troublesome kyoto and similar legislation is. It was based on the faulty assumption that our greenhouse gases are created primarily through industrial activity. Here, however, the problem is created by biological activity.

Anyway, I'm more afraid of ways of distributing wealth from poor countries to rich countries, like custom fees, export subsidizes and import quotas. USA and EU are equally bad in this. The developing countries must get a fair chance to compete with the industralized countries, so they won't need aid.

If you want to give developing nations a shot at some market share, say so. Don't be duplicitous and hide it behind legislation that is ostensibly there to prevent a bunch of maybes. Besides, if adequate emissions control is supposedly out of the reach of the US and other industrial superpowers, what makes you think that 'developing' (formerly backward) nations have the know-how to reduce their emissions? Many pollution control measures can only be implemented at great cost - which is why historically, many nations that were 'developing' at the time that have tried to industrialize have been the worst polluters of all.
